What is different out here
DuPage municipalities are more involved in a transfer than the county is. Many require a final water reading, a transfer stamp purchased at the village or city hall, and in some cases a pre sale inspection or a certificate of occupancy before a property changes hands. Elmhurst, Villa Park, Lombard, and their neighbors each run this a little differently, and getting the sequence wrong pushes a closing.
West Cook is its own animal. Oak Park, Berwyn, Cicero, and Forest Park have older housing stock, municipal transfer stamps, and in several cases a required inspection. Berwyn and Cicero in particular are full of solid brick two flats with tenants and deferred maintenance, which is exactly the kind of building retail buyers cannot finance and we can.
Flooding, and why it matters here
Large parts of DuPage and west Cook sit in or near flood plain along Salt Creek and the DuPage River, and plenty of houses outside a mapped flood zone still take water in the basement in a heavy spring. If your house has a history of it, tell us. It changes the number, but it does not stop the sale, and it will absolutely stop a retail buyer once the disclosure lands.
